When you say tries to start then shuts back off, what exactly does it do?
Do you get your motherboards splash screen, can you get to your bios, system speaker beep, fans start for half a second and quit, ect...?
Gots to give us a little more detail of what its doing.

First make sure your CPU is in the correct orintation and check all the jumpers to make sure they are set correctly.
Did you buy the board new or used and have you tested the power supply on another system to make sure its in good working order?

My IC7-Max3 wouldnt boot at first either, I had to clear the cmos for it to take off. Check the manual on your motherboard for how to clear it.

Also check for short circuits, reversed connections, excess electrical draw, and that you have a cpufan plugged in. clearing the CMOS is a good idea.

try reseating the memory as well. also, might want to make sure you have a speaker plugged into the speaker pins on your mobo as this will give you beep codes which can help tremendously when troubleshooting

Ummm, you moved the wires around how? like switched places with other wires, or just jiggled them around or whatnot?
as far as the speaker, double check your motherboard manual for the pinout.

You should be able to dissable your SATA controller in the bios, can't remember what part it would be under.
I would recomend reading you mobo manual, front to back.
I'm not big on reading instructions either, but this is not the place to skimp
